Updated Pollutant Reduction Plan for Culbertson Run

The updated East Brandywine Township Pollutant Reduction Plan for Culbertson Run and unnamed tributaries to Beaver Creek is available for public review. Written comments from the public will be accepted for a period of 30 days from the date of this public notice. Verbal and written comments will also be accepted during the Board of Supervisors workshop meeting scheduled for May 3, 2018 at 8:00 AM at the Township Building. The Pollutant Reduction Plan describes proposed measures to be taken to reduce sediment pollution to Culbertson Run and unnamed tributaries to Beaver Creek within East Brandywine Township and is a requirement of the Township’s National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit.

Communities that have NPDES Municipal Storm Sewer System (MS4) permits are currently addressing new requirements for the 2018 permit. These new requirements involve developing and implementing plans for the design and construction of stormwater projects or Best Management Practices (BMPs) to reduce pollutants from municipal storm sewer systems to impaired streams over the five (5) year permit term (March 16, 2018 – March 15, 2023).

East Brandywine is required to reduce sediment pollution to Culbertson Run and unnamed tributaries to Beaver Creek by ten (10) percent by implementing BMPs through the implementation of a Pollutant Reduction Plan.

CEDARVILLE Engineering Group, LLC (CEDARVILLE) has updated the East Brandywine Township Pollutant Reduction Plan per comments received from the Pennsylvania Department of Environmental Protection (PA DEP) dated January 31, 2018. These updates have resulted in an increase in existing sediment load, which means that greater sediment reduction is required.

After analyzing all available information and assessing alternatives, the original Pollutant Reduction Plan has been updated to remove the proposed bioswale and retrofit of an existing basin in East Brandywine Community Park and add a minimum of 325 linear feet of stream restoration along Culbertson Run on property owned by Hideaway Homeowners Association. Though the proposed stream restoration will not be located on Township-owned property, it will meet the increased pollutant load requirements but is not anticipated to increase overall cost. However, there is opportunity to expand the scope of this project to help meet future pollutant reduction requirements.

The remainder of the pollutant reduction requirements will be met through the implementation of the Hawthorne Drive Infiltration Trenches (design currently underway) in the Culbertson Run Development.
