Intersection Improvements at Bollinger Road & Horseshoe Pike

Since 2010, the Township has been pressing Pulte Homes to permit and construct the roadway and intersection improvements at Bollinger Road and Horseshoe Pike. At a coordination meeting held here in January 2012, PennDOT expressed concern about coordination of the roadway improvements between the Applecross, Mapleview (formerly known as Appleview), and the proposed East Brandywine Center (Giant Supermarket) projects. All three developments will have traffic impacts on this section of Horseshoe Pike.

On January 9th, Township representatives met with representatives of Traffic Engineer McMahon & Associates, Pulte Homes, and Mapleview to discuss the Bollinger Road / Horseshoe Pike intersection improvements. McMahon has devised a phasing plan where the intersection improvements can be approved and constructed without waiting for the East Brandywine Center final plan approval, and the continuing legal issues which have delayed this project from proceeding forward.

Township Manager Scott Piersol has communicated the Township’s support of this phased roadway improvement plan to PennDOT. PennDOT agrees with this phased approach, and expects to be able to review and approve Pulte’s revised HOP plans later this year. Pulte still needs to acquire additional right-of-way on the Weaver tract along Bollinger Road and along Horseshoe Pike. Once Pulte has acquired the additional right-of-way, their Highway Occupancy Permit (HOP) can be approved and proceed to construction, possibly in the Fall of 2017, but more likely in the Spring of 2018. This project includes widening of the roadway, turn lanes, and a traffic signal.

Mapleview will proceed to construct their roadway improvements on the north side of the intersection once approvals are given by PennDOT and the Township. The Pulte and Mapleview roadway improvements can be phased independently. Neither roadway improvement project will create a significant problem for the East Brandywine Center roadway improvements, other than some milling and adjusting the markings on the roadway in front of the shopping centers. The improvements for each development are shown in the plan below, highlighted in blue (Applecross), green (Mapleview) and red (East Brandywine Center).
